Terms & Conditions

These Terms and Conditions ("Agreement") constitute an electronic record and binding contract under the Contract Act 1872 and Information and Communication Technology Act 2006 of Bangladesh between you ("User") and Rangpur Old Cadets' Association (ROCA). No physical or digital signature is required — by accessing or using the ROCA Connect platform (roca.org.bd) in any way, you accept and agree to be bound by this Agreement.

ROCA may modify this Agreement at its sole discretion. It is your responsibility to review these terms from time to time. Continued use of the platform after notice of any change constitutes your acceptance of the revised terms.

ROCA Connect is the official digital platform of Rangpur Old Cadets' Association, providing the following services to verified members:

• Membership management, registration, and dues payment
• Life Membership application and digital ID card issuance
• Event registration, ticketing, and QR code-based check-in
• Members-only directory and profile management
• Election nominations and voting administration
• Scholarship and welfare programme management
• Association news, communications, and announcements

ROCA reserves the right to add, modify, or discontinue any service at any time without prior notice. The platform is operated under the supervision of the elected ROCA Executive Committee.

Access to ROCA Connect is restricted to individuals who meet all of the following criteria:

• Are a verified alumnus of Cadet College Rangpur
• Have appeared in the Higher Secondary Certificate (HSC) Examination
• Are at least 18 years of age
• Are a valid, registered member of ROCA
• Have the legal capacity to enter into binding contracts under Bangladesh law

You are solely responsible for all activity that occurs under your ROCA Connect account. This includes but is not limited to login sessions, profile changes, event registrations, payments made, and any content submitted through the platform.

• You must keep your password confidential and not share it with any third party.
• You must notify ROCA immediately at the contact details below if you become aware of any unauthorised access to or use of your account.
• You must ensure all information you provide is accurate, current, and complete.
• You must not allow any other person to use your account or credentials.

ROCA will not be liable for any loss or damage arising from your failure to comply with these obligations or from any unauthorised use of your account.

You must not use ROCA Connect in any way that is unlawful, harmful, or disruptive. The following are strictly prohibited:

Security Violations

• Accessing content, data, or accounts you are not authorised to access
• Probing, scanning, or testing the vulnerability of the platform or its infrastructure
• Breaching or circumventing security or authentication measures
• Using any automated tool (bot, spider, scraper) to access or copy content
• Interfering with platform services through denial-of-service attacks, flooding, or spamming
• Introducing malware, viruses, or other malicious code
• Forging network headers or attempting to impersonate any person or system

Platform Misuse

• Attempting to reverse-engineer, decompile, or extract source code from the platform
• Using the platform to send unsolicited commercial messages
• Submitting false, misleading, or fraudulent information
• Impersonating another member or ROCA official
• Using the platform for any purpose other than legitimate ROCA membership activities

ROCA reserves the right to suspend, restrict, or permanently terminate your account or access to the platform, with or without prior notice, in the following circumstances:

• Violation of any term of this Agreement
• Providing false or misleading information during registration or use
• Request by law enforcement or government authority
• Unexpected technical or security issues requiring protective action
• Discontinuance or material modification of the platform or any service
• Conduct that interferes with other members' use of the platform
• Expiry or revocation of ROCA membership

Upon termination, your account will be disabled and you will lose access to all account data and content. If your account was terminated by ROCA, you must not attempt to create a new account without ROCA's prior written consent. The obligations you incurred under this Agreement prior to termination remain in force.

By using ROCA Connect, you represent and warrant that:

• All information you provide to ROCA is accurate, complete, and current
• You are the person identified in your registered profile
• You will conduct all platform activities personally using authorised means only
• You have the legal right and capacity to enter into this Agreement
• You will comply with all applicable Bangladesh laws in connection with your use of the platform
• You consent to the collection, storage, and processing of your personal data as described in the Privacy Policy
• You understand that the Election Commissioner appointed by the Executive Committee is the final authority on all election-related matters

ROCA is entitled at all times to verify the information you have provided and to refuse or withdraw access without providing reasons.

You agree to defend, indemnify, and hold harmless ROCA, its Executive Committee, officers, employees, and agents from and against any and all claims, costs, damages, losses, liabilities, and expenses (including legal fees) arising from:

• Your violation or breach of this Agreement or any applicable law
• Your violation of any rights of ROCA or any third party, including intellectual property, privacy, or property rights
• Your use or misuse of the platform or any of its services

This indemnity obligation will survive the termination of this Agreement and your cessation of use of the platform.

ROCA makes every effort to keep the platform running reliably. However, ROCA does not guarantee uninterrupted or error-free access and accepts no liability for:

• Platform unavailability due to technical issues, maintenance, or circumstances beyond ROCA's reasonable control
• Loss of data, content, or account access following termination
• Actions or omissions of third-party service providers (payment processors, SMS gateways, email providers)
• Any indirect, incidental, or consequential loss arising from your use of or inability to use the platform

These Terms and Conditions, together with the Privacy Policy, constitute the entire agreement between you and ROCA in respect of the platform and its services, superseding all prior written or oral agreements on the same subject.

Section headings in this Agreement are for convenience only and shall not affect how any term is construed. If any provision of this Agreement is found invalid or unenforceable by a court of competent jurisdiction, that provision shall be severed from the Agreement; all remaining provisions shall continue in full force and effect.

No failure or delay by ROCA in exercising any right under this Agreement shall constitute a waiver of that right or any other right. ROCA's rights and remedies under this Agreement are cumulative and not exclusive of any rights or remedies provided by law.

This Agreement shall be governed by and construed in accordance with the laws of the People's Republic of Bangladesh.

This Agreement is binding on both parties and their respective successors. You may not assign, transfer, or sub-licence any of your rights or obligations under this Agreement without ROCA's prior written consent.

Nothing in this Agreement shall confer any right or remedy on any third party. No third party shall have any right to enforce any term of this Agreement.

By registering on ROCA Connect, you consent to receive all communications from ROCA electronically — including notices, agreements, disclosures, and other information — via email or in-platform notification. Electronic communications satisfy any legal requirement that communications be in writing.

All formal notices to ROCA under this Agreement must be sent in writing to the contact details below.
